I recently received a policy and procedure manual after making an open records request with the city of San Antonio. I do believe there have been multiple infractions along these lines and I going into depth below. Also if you have been watching any of my Youtube videos and paying attention to this blog you will already recognize where these violations have occurred.

On page 27 there are some clear guidelines of what rules are to be followed and when disciplinary action is to be taken, aren't there?
How about we go through the list and see how many violations have been made against me?
C. Acts of incompetency -
1. Officer Torres unable to put a name on a city complaint (ticket) correctly. In fact could not get 1 of 3 names on the said ticket correct.
2. Inability of anyone in the municipal court or city attorney's office to correct the blatant error. Instead just continue on in error until I have to do their job for them.
3. Since when is a presiding judge (Judge John Bull) allowed to retain his job when he is incapable of following the law?
D. Neglect of duty or loitering while on duty -
1. How can one Sgt. Markgraf tell make promises of finding out what happened to my open records request then neglect to follow up and call me back like he said he would?

2. How can open record requests go unanswered and be neglected for more than the allotted response time by the municipal officials without there being any disciplinary action?
3. How can Presiding judges, court clerks and court administrators neglect to do their job and respond to me after they have been contacted by paper and phone?
E.
Discourtesy of said employee to the public or to fellow employees while said employee is in the line of duty -
1. I don't find it very courteous by any means to not receive calls back from municipal officials. (i.e. Charles Weir, Debbie Hamer, Jose Nino, Julian Castro, Sgt. Markgraf, Norma Morales)
2. Since when is stonewalling, neglect and flat out avoidance courteous? These passive aggressive tactics run wild through the offices of San Antonio and nothing is done about it, right?
F. Acts of said employee showing good moral character -
1. Lying is not good or moral and it does show the true character of San Antonio Officials, Doesn't it?
O. Acts of Misconduct while on duty;
1. Mismanagement of responsibilities, so far everyone I have tried to contact in San Antonio mismanages their responsibilities, their responsibility of following the Law, right?
2. Withholding evidence from anyone is Illegal and Morally wrong
3. Due Process violations are Illegal and Morally wrong
4. Operating a scam upon the public aiding and abetting said scam is Illegal and Morally wrong
5. Stealing money from the public in the name of a ticket scam is Illegal and Morally wrong.
6. An officer guilty of incompetence
7. A City Attorney's office guilty of withholding exculpatory evidence
8. A municipal court and Presiding Judge guilty of Aiding and Abetting the whole scam
9. And a City manager guilty of Neglect to do her duty and reign in her hooligans when they are participating in such illegal activity.
Basically what this is boiling down to is that how am I supposed to trust any prosecution, court orders, documentation or any other scam that these alleged officials bring against me or anyone? They clearly don't have their own house in order, do they? They prefer to neglect, lie, withhold evidence, treat the public like 2nd rate trash and operate scam after scam to steal from the public, don't they?
