Complaint against Michael Bernard + Letter to Judge Bull (I won't attend a rigged Kangaroo court, will I)

My hearing in a rigged Kangaroo San Antonio court was supposed to be the 16th of December. Instead I informed the criminals of San Antonio I would not be attending until I have all the correct information.

After the continual rights violations I have been subjected to on the account of San Antonio's City Attorney, I filed a complaint, didn't I?

Some random MDT arrived, who is this for?

What is so hard about doing ones job correctly and efficiently?
Is it too much to ask the City of San Antonio to follow the law, send the correct information unmolested and in full?

Stop insulting my intelligence!

These unlawful, cover-up, time delaying games are the tactics of criminals, aren't they? And Ya'll can't help yourselves when it comes to obstructing justice, right?

While I was on a vacation over the Thanksgiving week. I received an article of mail from the Sodom and Gomorrah known as San Antonio, didn't I? It arrived on the 29th of November but I wasn't able to pick it up until the 7th of december when I was back in town.
What a coincidence, important documents arrive over the holidays when it is most inconvenient.
Why couldn't these documents have been sent when I had lawfully requested them multiple times over and over again on the phone, by electronic mail and by certificate of mailing?
Why must they arrive a couple weeks before my Kangaroo Court hearing on the 16th of December?

It takes but 30 seconds to recognize that this is the wrong MDT. Not the one I requested, is it?

Notice the Start Date and End Date Time: 05/05/2013 my requests have been for the actual day I was pulled over 05/06/2013, haven't they?
They did do one thing right, 2 hours before and 2 hours after my stop but just like their officer who puts the incorrect name on a legal document, the city attorney's office can't find the competence to select the correct date of the information that has been requested, can they?
Or perhaps this is a simple ploy to delay and prolong me getting the real information I have lawfully requested?
I want my exculpatory evidence stop wasting my time with your ploys to side track and evade the truth. What is the City of San Antonio trying to cover up?

Again another prime example of a wolf in sheep's clothing out preying on those he has sworn to protect, right?

What is going on in San Antonio?
I am not attempting to compare her horrific experience with mine by any means. However it is important to point out the lack of the dashcam video, where is it? Why wasn't it in operation? Who is withholding it this time? Does

OR

Is it possible someone is hiding something? Too bad neither victim (her or myself) is afforded video right? It would be an open and closed case then, wouldn't it? Yet public funds are squandered away on phony investigations when the data that can reveal the truth is ignored or withheld?


Are all SAPD squad car DashCam's "unavailable" due to functionality, operator error, or is this simply another case of the common criminal tactics of evidence withholding?


Hopefully the truth will be found and proper justice will be had, but we all know that is a tall order in San Antonio, isn't it?

Today November 26th 2013 is just another day and another dollar stolen from countless victims in San Antonio all in the name of "Public Safety" & "Justice" by the alleged upholders of the law, Right?

I have well documented my countless attempts to get legitimate justice from these crooked scoundrels that infest the halls, courts and downtown offices of San Antonio, haven't I?

I contacted the LT. Governor about this matter.

I emailed the LT. Governor on Thursday the 21st of November. I should be getting a response soon about what he plans to do with the rat infestation in San Antonio, Shouldn't I?




























I also called a few Vice Presidents down at the Chamber of Commerce for San Antonio. I wanted to make sure they knew about the slime and corrupt city they representing, didn't I?

In an attempt to get my DashCam Video and MDT I have made another call to Judge John Bull and found out that the 9th time wasn't the charm. My hanging day in court, is the 16th of December, which of course I cannot attend until I see my evidence for my case, correct? These San Antonio criminals continue to insult my intelligence, don't they. I will not attend any kind of court setting in their corrupt Sodom and Gomorrah hole of a city, will I? Why is it so hard to follow the law and send me my evidence?

Judge Bull where art thou? + Texas Lurking

I have contacted Judge bull a few more times again since I last tried. However he continues to cower behind his answering machine, doesn't he?

Why is it so hard to get anywhere with these "officials"? They don't want to answer their phone, they don't want to follow the law and send my dash cam video/MDT, they most definitely have no interest in justice, do they?
Their actions show their true nature and prove their criminal intent, right? No we won't send you your exculpatory evidence. No we won't communicate with you. We have no intention of giving you any kind of fair trial in our Kangaroo justice system.

But this is just business as usual for the city of San Antonio, isn't it?

As it has clearly been shown on this very blog over the last several months. I have been the one who continues to keep the lines of communication open, the one correcting the mistakes, the one who is interested in justice. Not just simply stealing from the public like the wolves of San Antonio, dressed in their suits, robes, badges, dresses and other sheep wear they attempt to disguise themselves in, huh?

I Attempted to reach City Manager Sheryl Sculley but of course she is too busy and too important for tourists who travel through her city, isn't she? She prefers to spend time with the brood of vipers in the City Attorneys office figuring out new ways to scam money out of hard working people, doesn't she?

As a bonus I also attempted to reach my old pal Jose "Nono I never answer" Nino, didn't I? He is the prosecuting attorney for the city but of course he too is way too involved in the withholding of evidence crime to get himself caught on tape because he knows that anything he says can and will be used against him in the court of law, right?

Disciplinary suspensions, removals or demotions - San Antonio Handbook

I recently received a policy and procedure manual after making an open records request with the city of San Antonio. I do believe there have been multiple infractions along these lines and I going into depth below. Also if you have been watching any of my Youtube videos and paying attention to this blog you will already recognize where these violations have occurred.

On page 27 there are some clear guidelines of what rules are to be followed and when disciplinary action is to be taken, aren't there?

How about we go through the list and see how many violations have been made against me?

C. Acts of incompetency - 
      1. Officer Torres unable to put a name on a city complaint (ticket) correctly. In fact could not get 1 of 3 names on the said ticket correct.
      2. Inability of anyone in the municipal court or city attorney's office to correct the blatant error. Instead just continue on in error until I have to do their job for them.
      3. Since when is a presiding judge (Judge John Bull) allowed to retain his job when he is incapable of following the law?

D. Neglect of duty or loitering while on duty -
       1. How can one Sgt. Markgraf tell make promises of finding out what happened to my open records request then neglect to follow up and call me back like he said he would?

       2. How can open record requests go unanswered and be neglected for more than the allotted response time by the municipal officials without there being any disciplinary action?
       3. How can Presiding judges, court clerks and court administrators neglect to do their job and respond to me after they have been contacted by paper and phone?

E. Discourtesy of said employee to the public or to fellow employees while said employee is in the line of duty -
        1. I don't find it very courteous by any means to not receive calls back from municipal officials. (i.e. Charles Weir, Debbie Hamer, Jose Nino, Julian Castro, Sgt. Markgraf, Norma Morales)
        2. Since when is stonewalling, neglect and flat out avoidance courteous? These passive aggressive tactics run wild through the offices of San Antonio and nothing is done about it, right?

F. Acts of said employee showing good moral character - 

       1. Lying is not good or moral and it does show the true character of San Antonio Officials, Doesn't it?

O. Acts of Misconduct while on duty;

      1. Mismanagement of responsibilities, so far everyone I have tried to contact in San Antonio mismanages their responsibilities, their responsibility of following the Law, right?

      2. Withholding evidence from anyone is Illegal and Morally wrong

      3. Due Process violations are Illegal and Morally wrong

      4. Operating a scam upon the public aiding and abetting said scam is Illegal and Morally wrong

      5. Stealing money from the public in the name of a ticket scam is Illegal and Morally wrong.

      6. An officer guilty of incompetence

      7. A City Attorney's office guilty of withholding exculpatory evidence

      8. A municipal court and Presiding Judge guilty of Aiding and Abetting the whole scam 

      9. And a City manager guilty of Neglect to do her duty and reign in her hooligans when they are participating in such illegal activity.

Basically what this is boiling down to is that how am I supposed to trust any prosecution, court orders, documentation or any other scam that these alleged officials bring against me or anyone? They clearly don't have their own house in order, do they? They prefer to neglect, lie, withhold evidence, treat the public like 2nd rate trash and operate scam after scam to steal from the public, don't they?

Clear instructions are a necessity for City of San Antonio, Right?

After receiving an email from Ms. Montenegro from the open records dept. of San Antonio last week and their labeling of my previous letter (see response to John Bull Post) as an open records request, I knew I had to make myself perfectly clear. So here is my clarification notice to the presiding judge in San Antonio.

It seems the dogs of San Antonio have forgotten, misplaced or completely thrown out my discovery request, huh? Where could it be? who has it? It was sent certificate of mailing, wasn't it? This letter now directly informs these evidence withholders that my evidence is being held hostage after being requested lawfully on 3 separate occasions, doesn't it?

Of course I sent everything Certificate of Mailing....

Cease and desist your continual evidence withholding ways San Antonio!
